Can this be the only Achimkoy, built in North Korea in the 1970's by Sungri General Auto Works as a prototype?

Indeed it can!  A fine example of North Korea's burgeoning modern motor industry..
Apparently 'Achimkoy' translates as 'Flower of the Morning'.  I wonder why they didn't name it 'Our Dear Leader Kim's Wonderful Achievement in the World of Automobiles'?!
