USA ? Link to Cobra ?
It was built in the USA, yes, but with some European parts.
No link to Cobras at all.

1954 Kopecky Chrysler Maserati Special by Gene Kopecky
(formerly The 1937 "Topping Special" That Ran At The Indianapolis 500)
One of two special cars that was the inspiration for Noel Bangert's Manta Ray.
Wow...I had those pics in my HD for 1 year but I couldn't remember it from that view!
Wow ! In which case that car is basically a Maserati 8CTF Grand Prix car - 3-litre straight 8 cyl. I wonder how much of the Maserati is incorporated in the sports car? This is the 1937 car....
All correct of course and well done.
I'm still missing one name for the point though; who actually built this car in the early 1950s?
Locked for dzima1985 to come up with..

...who actually built this car in the early 1950s?
by Gene Kopecky and two others, Bob Jackson and Dean Meltzer?
Dean Meltzer is the name I was looking for: he built the body.
Like a lot of these specials, despite being named the Kopecky it might have been built for him rather that by him.
Anyway this is solved! Very good.
Apparently the car has a Maserati chassis and suspension from one of those that ran at Indianapolis in 1937, but has a Chrysler V8 bored out to 364 cu in. The car has survived and is currently undergoing restoration in California, retaining the configuration of this puzzle car.
