The French flag is odd. Is that a Mistral body ?
I must be right - that's what it says on Wikipedia

Is this Old Number 360, built sometime during or after 1989 in New Zealand by Roger Wilson?

That "flag" has me rattled - I'm sure it has nothing to do with solving the puzzle, but it's irritating me. It's a reversed French flag, and the only thing I can find on the 'net is that it's Soviet Fleet flag No.7.

Anyhoo.... I take it the car is British in base engine and geographical location ?

Found it. It's a Buckler Mk 6 first registered in 1956, fitted with a Mistral body and known as the Beacon Special. I have no idea why I didn't get that earlier. The register doesn't show what engine was fitted when new.

Unmodified puzzle picture.
I don't think the coloured bands are meant to represent the French flag; more like the British Red, White and Blue..
