Rolls Royce Phantom VI 1977-1978 made by Mulliner Park Ward, a present from the British Motor Industry for Queen Elisabeth II for her Silver Jubilee.
Is it the one?

It is, I believe, a 1995 Phantom VI by perhaps Mulliner-Park Ward for the Sultan of Brunei, one of the worlds most avid car collectors with over 5,000 cars in his collection.

Edit:  Sorry, it is by Bertone, one of two, and it was called Cloudesque, just found my notes.

OK, Never, Never trust the Internet.

The same website dealing with such subjects list two coachbuilders for the same series of photos of this car in different articles
Now, I will say Heuliez of France who apparently built two of them.
