It is based on a Skoda Rapid yes, but I'll need much more information than that for the point!
For instance the other parts of the question: who built this and when; also the car has a name which I'll need.

euro look, probably a one-off! those look like golf headlights so a vw family link? I wouldn't even guess past a czech petrolhead?

I've tried translating it but it won't give me anything different!
I have an English name for it so I'll lock it for you to see if you can give me the name I have.

I couldnt read my own writing, it should have read " Snehurka" which I believe translates as "Snow White"
