This is not a selfbuilt thing...it was a serious study for a micro car by a company.

There is one source, with different microcars...all of the same era...all developing the same concept...this one is featured there too, not pictured but listed.

The company behind it is involved in electric vehicles but the single line about this car doesn't reveal it. I'll bet it is.

Additionally, if you are asking for the company that built it the name is Telearchics Ltd. that was placed in Lechdale, Gloucesterhire.
