Front wheels looks like Fiat ones (600 or 850), but rear ones have five bullons...anyway, perhaps a fiat base?

Not Fiat-based.

It was a selfbuilt car but there were no kits or plans for it.

It was based on a Xxxxxx Xxx with an XX XX engine (plus several other donors).
