I had vaguely remembered seeing this before . . . it's called a von Tarnov, comes from Poland, and is powered by twin rear-mount BMW V-12's.  And before anyone asks, from their website it does look like they're serious, aiming this vehicle at middle-eastern potentates as a sort of "throne car".  Yikes.

It appears to have been designed by Christopher Tarnowski, a graduate of the Warsaw Academy of Fine Arts.
