This is a Venezuelan vehicle called the Tiuna, built to provide a home-grown competitor to the American Humvee. It's built in many different versions, mostly military, but some civilian such as the one shown.

I have seen this described as the administrative version of the Tiuna SUV.  I have not found another image of the admin/civilian version with this body style.

I agree . . . while there are images of many different military versions of the Tiuna on the web, this is the only photo I've seen of a civilian (or "administrative") version. I tend to think it's only available for bureaucrats or officials, although I don't know that for a fact.

I've never seen it! In Venezuela the Tiunas are Military or PDVSA (petroleum company). Maybe this one is for the militaries.
