I found a very cryptic description of this car that included the attached photo.  It describes the car as "Edgar Salwegster's Lotus 7 Replica,"  Well, it ain't that.  However, the same site has another photo of the same car that's named "R Gray- Everson Eagle 2".  I assume R Gray is the car's owner.

Another site also lists it as an Everson Eagle.

So...Everson Eagle 2?
