It is home-built but it was not built in the USSR

Yes, it's the SHR 200. Sorry if I was misleading. It took almost 40 years to complete this nice little car (thanks Oguerrerob)

Professor Reneé Van Strate start to build this little car in 1960-62, ended in 2000
