In this country, the March of Dimes was the name of the donor's campaign at that time for combatting Polio.

I'm sorry, I shouldn't have posted, I've only just noticed it hasn't been unlocked, fortunately it had already been correctly answered.
Correct, this is an Eshelman CSC (Child Sport Car) from 1955, and the picture was taken during the March of Dime (to combat Polio) of that year. A point for kwgibbs. Tomorrow I'll add the unmodified picture.

An added bit of trivia: the man servicing the car was then US Vice President Richard M Nixon (the picture was taken on Jan 19, 1955), who would later become famous for Checkers, tape recorders, and more. :)
