Yes, it is the 1901 Jenkins Runabout, buit for Mexican Alice Espiridiona, known as Chiquita the Doll Lady, because of her height of just 26''.

Well, I'll be darned!  It was a guess based on a photo of the Chiquita where the name of the manufacturer was shown.
