One hint: it isn't a bare chassis any longer. It has been rebodied.

Am I correct in thinking this chassis is/was a truck (perhaps a fire truck), not a bus?

Way back then chassis were usually used for truck and bus bodies I think. However this chassis was rebodied as a bus.

And another point for you! It is a 1903 Orion with a 20 PS flat-twin engine:
