I've searched in cyclecar world, thinking this car was from '30; some details, like the horn and the central light bring me some doubt. Is it an afterwar car?

According to my source it is not a one-off, but you can consider it as a prototype or pre-series of a more car-like looking vehicle.

It is post-1945.

I found some resemblance with the Hurst 250, 1949. Is perhaps a prototype or anyway connected with that car?

Yes, well found. This is the first version of the Hurst 250. According to Mr. Rosellen (so please handle this information with care) three Hurst 250 of this early version were built. At least there were some Hurst 250 with a design somewhere between this prototype and the edgy production version (http://www.autopuzzles.com/forum/index.php?topic=4401.0), as can be seen in the following pictures:
