Well I have gotten myself into a quandary. I guessed Belgium because there aren't as many manufacturers to research. Unfortunately, the puzzle car doesn't look like any of the usual suspects (Minerva, Metallurgique, Excelsior, Imperia). However, if one eliminates said usual suspects, there aren't many names left on the list, especially if one assumes an early 1920's date. Even though the manufacturer I'm going to guess made mostly competition cars, I understand that he made at least one non-competition model. So I'm going to guess that the puzzle car might be a: d'Aoust from about 1920. If you need a model number, I think it was called a:10/14 CV.
Well done, it is a D'Aoust, probably a 10/14 CV. One more point for you.
Wow, that's a well solved puzzle.
