Serendipity strikes - I was looking for something else and came across this. It's an 1896 Petter 3hp dog-cart. The publicity photo showing four adults on board was a bit of a joke - the car was hardly able (by all accounts) to move up any sort of hill.
I must be right - that's what it says on Wikipedia

I was just watching a TV documentary about UK geography and discovered that the Petter engineering company developed into the modern AgustaWestland helicopter business. You learn something every day.
