What is the name of this thing, what is it based upon, and who built it?

It looks like a Human Being, probably standard skeleton frame, definitely the 'woman' model, pictured probably in its 20s and in top condition. The skimpy body covers are called a 'bikini' and enhance the overall excellent bodywork. On its 'feet' are shiny 'high-heeled shoes' which are really for show and wouldn't do anything to enhance its road-holding capabilities. These may be exchanged for 'trainers' when any serious roadwork is being considered. Unfortunately it is fairly generic and I have no idea about its marque or model name.

If you had continued, you might have discussed how the size and shape of the bikini might imply when this image was created. Because of the origin of the image and of the car, this would not have been of much help.

It looks like a larger truck cab (ie. Ford C-series) cut down over a shorter wheelbase frame.
A larger cab was not cut down to fit a smaller frame.

It is a Suzuki. In other markets it is called a Jimny. The constructors of this vehicle knew the base car as a Suzuki Samurai.
