Looks like a Fiat Barchetta project name Tipo B Spider 176, built between 1995 and 2005?

More than one country is involved, but Italy isn't one of them.  Not a Fiat.

Correct, a copy (continuation) of the Quantum H4.  To quote the Wiki:

The H4 was produced from 1998 until 2003, when the Wooldridge brothers announced that they were looking to sell the rights to manufacture Quantum cars. As part of the sale, the H4's moulds were sold to an Iranian company.
