Anything to do with GM?

Not Japanese.  The creator of this car at one time, worked for a company with a GM connection.

It's the only De-Vo ever made.  This1936 prototype of the proposed 1937 De-Vo (which was to be made by the De-Vo Motor Car Corporation of Hagerstown, Maryland) was assembled by the M. P. Moller Co. of Hagerstown.  The car spent its life in South Africa (which probably accounts for the RHD), and was fully restored in the late 1970's.

Argh! I was waiting for this one, only to be beaten by someone who was up at 5.00 in the morning. Who invented the sun?

And the point goes to 4popoid for the complete answer.

The GM connection was, Mr. DeVaux previously worked for the Durant company (among others).
