If I remember that one right, it was based on a Volvo P210 Duett (called "Buckelkombi" in Germany). It was a German custom, on offer at ebay some months ago.

I can imagine Gibbs is just frustrated as I am at this point with this puzzle.
The same image is easily found on the net without SBI on Google but the single blog where it appears gives no details.
And...the owner of the blog says all the photos on the blog were found on the net. Must have been deleted.
Especially frustrating for me as I worked for the two Swedish car/truck companies for over 20 years and lived and worked in Sweden for two years and have still good contacts there but cannot come up with a match.
However, in using maybe 20 different search parameters, I came up with what I think is a funny photo to take our minds off of our lack of ability to solve this particular puzzle.

I saw the "Strömliner" (a other cutom from Heavy Strömer) in Hannover and in Sweden few years ago, a very good Kustom.
And a point in the combined puzzle goes to Gast1234 for finding the nick-name of the builder.
It looked quite innocent in its beginnings...
This swedish source calls the builder Carl-Axel Strömmer, so I changed the puzzle title:
