It's the Argentinian Norma Sport (Sport Sobre Bastido) by Ing. Sierra Pcia de Cordoba from 1958.

Norma Standard Sport...Argentina. Standard Sport-Eng. Sierra Province of Cordoba Start of manufacture 1958, end of manufacture 1960 Institec engine, 2 cylinder..684cc, 35 hp. 4 speed transmission, drum brakes, water cooled, rear wheel drive.

According to a popular website about cars from Argentina, this is a different car.
Looking at the technical details they are just the same, line by line.
Only builder's name is different.

EDIT: the answer was there, it is based on the Norma Sport.
