It looks like one of the cars raced under the early-30s "Junk formula". Is it based on a production car ?
I must be right - that's what it says on Wikipedia

Obviously USA.  "Balloon" tyres suggests twenties or thirties.  Smooth tread means paved track which means Indianapolis.  Not a Miller, not a 'junk formula' car.  Larger than a Miller-era car.

Is it a Duesenberg at Indianapolis in 1930?

By saying "yes" to Indy, were you saying the photo was taken at the Indianapolis Motor Speedway?

If so, image is from the 1938 Indianapolis 500

The car is the Leon Duray Barbasol Special.  Uses a Weil (or Weill) chassis and a supercharged Duray engine.

Not that George.  This one died in 1940.  But his name did produce lots of wrong answers when I looked him up.
