For one point: What's that car, who are those gentlemen, and where and when was this picture taken?
Only a correct, complete and specific answer will earn a point; tag-on's to other guesses will not. So, be specific and complete!

Wonder of Mr Stripey Suit knew that he could break his thumb by cranking with his fingers like that? ;)
I think Mr Suit, like many in his profession, was a stranger to any tasks that require technical know-how or skill. ;)
...or perhaps even 'tasks'? ;) :D
Mr. Suit must be a politician.
You line-between-reader you! That's plumb right.
;D Politicians seem to be the same around the world and through the ages.

Absolutely. Who else would do such a dumbass thing as he's doing?!
Up again
Mr Suit was appointed, not elected.
from Usa?
Difficult angle on the photo, but almost looks like Harry Hopkins of the WPA, ca. 1935 or so.

No
But there are three "Triple A" badges visible on the car, so there must be some connection. Was the photo taken in Canada?
I assumed the question was about Mr. Suit.
The picture was taken in the US.
To recap: Mr Suit was a political appointee, not from the US. The picture was taken in the US. The car was as common as dirt.
FWIW, the "common as dirt" car is a Model T Ford from around 1924.
Caption of picture:
Brazilian Ambassador tries hand at cranking "Lizzie." Washington, D.C., Oct. 29. After hearing the experiences and hardships of the three Brazilian engineers, who finally arrived in the Capital today after a nine-year motor journey from Rio de Janeiro, Brazil.
They set out from Rio de Janeiro in 1928, arrived in 1937. Their goal may have been Milwaukee, Wisconsin.
The men in the photo, from the left: Dr. Leo S. Rowe, Director General of the Pan American Union; Ambassador Osvaldo Euclides de Sousa Aranha; Francisco Lopez de La Cruz, observer; Leonidas Borges de Oliveira, commander; and Mario Fava, mechanic.
The badge on the radiator says: "Chicago Motor Club" and "A.A.A."
(Is this one done yet?)
Sorry, missed it.
