Difficult angle on the photo, but almost looks like Harry Hopkins of the WPA, ca. 1935 or so.

To recap: Mr Suit was a political appointee, not from the US. The picture was taken in the US. The car was as common as dirt.

Brazilian Ambassador tries hand at cranking "Lizzie." Washington, D.C., Oct. 29. After hearing the experiences and hardships of the three Brazilian engineers, who finally arrived in the Capital today after a nine-year motor journey from Rio de Janeiro, Brazil.


They set out from Rio de Janeiro in 1928, arrived in 1937.  Their goal may have been Milwaukee, Wisconsin.

The men in the photo, from the left:  Dr. Leo S. Rowe, Director General of the Pan American Union; Ambassador Osvaldo Euclides de Sousa Aranha;  Francisco Lopez de La Cruz, observer; Leonidas Borges de Oliveira, commander; and Mario Fava, mechanic.
