It was built several years before WW2.

Based on a Model A Ford and judging by the front 19" wheels it has to have been made after 1930/31, but as it has 21" rear wheels it may be based on an earlier 1928/29 Ford.

How about GAZ which is a Model A Ford made in USSR? I find it very hard to believe the wheels and the front axle are not Ford.
