Virgola is correct! The brand behind it was called ZEV, and it lasted until at least 1997, I believe.

If you're wanting to finish this puzzle off Quiller I might be able to help, as I've been having a day of trawling old puzzles and lists, so here goes in three steps (one per wheel!):

Q3m: If it is Italian, then it might be the Lenci E-Eco-Rent by Studio Lenci?

Below is a (small) photo of the later proposed E-Eco-Rent II, with a four-wheel version planned as well.

Q3v: As Q3v is American, I have a odd name on my list of Opel GT-based cars from the USA, so figure this may be it as its name suggests three-wheels.  So, is it a Gallati Tri-X?

Q3v: I've seen this one before but thought it was Chinese.  As you've now confirmed that it's not, I think may be a Venderhall prototype, from the ambitiously-named Venderhall Motorworks in Utah, as something looking very much like this appeared in an American kit car magazine last year.   The model illustrated is an early development version of the final production Laguna model (which looks rather better than this one!).
