From Paolo Fissore's book, so it should be a reliable source  ;).
Looking at the wheels, I'd say a 1100 EL (or an old BL) and not an ELR.

Perhaps the same body with several bases ?

Honestly, I don't think so. If you look at the details (fog-lamps, side indicator housing, wheelcovers) the 2 photos look indeed of the same car.

The little badge is not Fiat !

Good to know. Again to be honest, Fissore's "Fissore" book is 99% reliable. I've already found another wrong caption, indicating a minibus as a Fiat 1100 that - looking at the wheels - cannot be that. So perhaps, among hundreds photos, he can have mixes up a description.
Now I'm curious to know which car is this one actually based on...

I'm pleased you say 99% and not 100%!
There is a picture in the book of a wooden buck described as the buck for the TVR Trident.  It's not; it for the TVR Tina!

I thought it was based upon a Fiat 6c 1500 D or E, but as you say this car hasn't an Italian base I want to guess a British marque..is it based upon a Singer RM?

Mercedes-Benz  "Ebano" 1953 by Fissore

1 point for targhediferro  :)

Are you sure it's the MB emblem? Doesn't like so much similar, IMO. Too thick and without any word around.
Any German specialist opinion?

Here is an emblem from a 170 V. It looks pretty much the same to me:
