The base is a French microcar of three wheels made by P. VALLEE named CHANTECLAIR between 1955 and 1957, the canopy isn't the usual on it, it could be a prototype or a one-off made by the owner.

I'm unable to find any reference to any additional version of the P. VALLEE Chantecler than the streamlined sportive and the two different canopies with canvas or metal doors. Anyway looking to the pictures and knowing that P. Vallèe had as main business the construction of "triporteurs" it looks very possible that a commercial version of the microcar were offered with a enclose space at the rear of the seats. In the picture seems to be two rear windows that may be doors to accede to the load space. Furthermore it looks that in the roof there is a typical light used by the emergency service cars, so may it be this the case? The quality of the picture didn't let me to see more details clearly,

The added canopy has the shape of a Waterman ink bottle. I can read "encre" on the side (french for "ink"). And of course the visible "man" is the end of Waterman in their traditional font.
