What's this, built by whom, when?
The complete answer only will get the point; zero points for getting the marque right (in fact anyone who makes a guess what the marque is will get 1 point deducted!)

Found it on a Japanese web site where it is described as a Silver Cloud 1 HJ Mulliner drophead coupé one-off. License plate 2FXL.
