The wheels look Audi/DKW-ish but there are Tatra cues to the body. I'll choose Audi/DKW for the moment... ;)

Only about 10 cars built, it was the production version of the 1934 Skoda Popular Special Sport rallye car.

Just to add a little bit to Gerd's input.....

According to what I found out, there were 17 vehicles made in this "mini series".  5 in 1934, 7 in 1935 and 5 in 1936 for a total of 17.

One of the cars apparently participated in a then well known rallye in 1937 and was known as the "Little Entente" Skoda.

A photo of that car, in a museum, is below.
