it was built in the 1970s, it's based on a sort of Trabant and comes from East Germany. And it's not built by a "Karnevalsverein", but shown at one of these events.

No. It was independently built from the Trabant factory in Zwickau. So it's not a Trabant prototype.
The engine was of different technology.
An electric vehicle, based on Trabant Kübel floorpan, built in 1978 by Erhard Neubert and the "Arbeitsgemeinschaft Kfz-Technik" in Finsterwalde.
