What I can see of the base reminds me of my Triumph TR3A from the early 1960's, except for the curved windshield. Perhaps the base is a Triumph TR4 or TR4A from the mid, or later, 60's?

but Yes! TR4A is the base.
Homebuilt/designed fiberglass?
Aha, finally! This really isn't a Triumph TR4A WITH a fiberglass body. This is a 1968 Triumph TR4A with a partially completed set of male molds FOR a fiberglass body sitting atop it. According to a current advertisement, the molds for an original design fiberglass body were created by the seller, located in Bowen Island, British Columbia, Canada, who can no longer work on the uncompleted project.
