This is a 1964 drawing by Ercole Spada for a hypotetic Alfa Romeo 2600 Zagato.
The car was never built and later (in 1967) a similar design was used for Rover 2000 TCZ.

...but... it's important to notice that the design of the Rover is not a developement of the design for the Alfa, done after the reject of the project from Alfa, as you can often find...
They share indeed the same style but only because they are almost contemporary cars made by the same person. 1967 Lancia Flavia Zagato and the Alfa Junior Z are similar too...

And maybe the most similar car to this one is not the Rover but the Fiat 125 GTZ from 1967

In fact, the only clue that identify the car as an Alfa 2600 are the wheels...

Yes, as you say the Rover TCZ is quite different, although the design study pictured below could, I suppose, be a development of the design in the puzzle picture.  It was of its time, though, so a lot of his work at that time would of course have been similar.  The Fiat looks similar at the front and rear but the side window treatment differs considerably.

Er, no!  It was just the angle of the picture.
The Fiat does in fact look remarkably like the puzzle picture - far more than any similarity to the Rover.
But as you say the wheels identify the puzzle picture as an Alfa - that's why I tried to disguise them!
