Looks like the Mini-based Pellandini, built by Peter Pellandine in Australia (and then briefly England) from c.1970-1983.

Not a Pellandini because...

Raffo Belva?

PJ is right; it's the second version of the Raffo Belva.  The first version can be seen here:

Now it's locked for PJ to answer the rest of the question for his point.

Ah yes, the Raffo was going to be my second answer!  Raffo conceived some very interesting sports cars; it's just a shame that they didn't sell!

Apparently 6 were built, and this one might well have been built by

but what I really meant was, who was the car's original designer?

So still locked for PJ to answer that.

I solved this one because I knew the Raffo. A quick Google for 'Raffo Belva' lead me to the same pic you posted (actualy I got 2 resuts but one of them seems wrong...), because I thought John Raffo was too easy and you were after the builder of that very car.

Well it was but I asked for it anyway..
Having looked into this car I'm not entirely happy that it actually exists with pop-up headlights as a Version 2.  I think it might have been computer-generated to look like that.  What do you think?

It is computer-generated.
Here's the original pic unmodified:

Thanks - thought so.
Will call it a "proposed version 2" then unless I hear otherwise.
