Below is the piece the picture came from, which means something like this:

Forty years ago a bodybuilder in Sens, AndrĂ© Parat, trained a large number of young people, including Claude Paggi. Barely 17 years old he built with his own hands this prototype based on front and rear axle assemblies from a Simca 1000.  He drove the car for a few years before selling it to Guy Rousselet, who lived in Reims.  Claude Paggi and myself are looking for that car and its proud owner.
