Hard to believe this one has made it through to the Pro's - and without even a single guess or question!

Is it just a rendering, or was it actually built?

AFAIK it has been built, although some of these renderings are very convincing so I can't guarantee that.
But I have pictures where it has a registration number and there's a full specification of its engine etc., which leads me to believe it might really exist..

Made in Southern Europe ?

Ah ha!  I don't think this car does exist, as I spotted it a few years ago, and contacted the company behind it to see if they would like to display it in the Supercar Run at the Festival of Speed.  The car's creator had to confess that it was just a rendering, but when (if) he did ever build one, he would let me know and bring it over to Goodwood.  I'm still waiting!

I have his e-mail somewhere, but it will take some finding frustratingly  :(.  He was from Iran, and had created a few designs based around mythical BMWs and Bugattis.  I shall get hunting through my old e-mails now.

This vehicle is EB-48S by the Iranian (according to his website now in California) designer Emil Baddal.  From the website, I don't get the impression that any of his designs have ever been manufactured.

I just found his e-mail (his real name is Emil Badal, but he spells its with 2 'd's), but it looks like 4popoid has beaten me to it with the EB-48S answer!

Sorry Dj, but when you said the designer was Iranian something clicked and I was able to locate his website (fortunately he has one) quite quickly.

That's the car, yes.
Bad luck Djetset - pipped at the post again!
Thinking about it there's no way this car could be anything but a rendering; if it had been built it would be known about.
There are quite a few interesting concepts on his website.

Here are a couple more pictures:
