Yes this one is.  I do have a picture of the road-going prototype but whether more than 1 was ever built I don't know.

Yes, it was meant as a city car but production was planned, although this is the first concept model.

this is more difficult than I thought,I can,t find anymore names for this car I know warta or tarpan wouldn,t be it, there are a few polish names in the captions but I don,t know polish, would it be samochodziku?

For such a quite good, futuristic design (for 1970) you would think there might be more out there about it, but I've found almost nothing.
I wonder which influenced which - Bill Towns's Hustler and this?!

By Golly I think you've got it!  Your perseverence has paid off.
I don't know about "The Vehicle" bit as this car is simply called the "250", apparently due not only to its 250 cc engine but also because of its 250 cm length, the same as the width of buses etc in Poland, which meant it could be parked nose to the kerb!

Here's another picture of the "production" version, although I have no idea how many were actually produced..
