What was this car called, and who built it?

Singapore's Supreme Court Judge Conrad Oldham in the L.A."Ghost" crossing the finish in reverse. The car was another Lim Peng Han special.

I knew it wouldn't last long in the Pros, but it had been hanging around in the Experts for too long. Well solved.

(I had some notes at one time about this car, but I can't find them. I think there was some Austin 7 and some Riley in the car, but I'm not sure.)

PS One of his cars was based on a Sunbeam-Talbot 10 chassis, with a Ford V8 flathead and a Fiat 1500 front end - could this be it?

This one looks too big for Austin 7 and the wheels look more S-T 10 than A7.  A Ford V8 in a Sunbeam-Talbot 10 chassis, Fiat front end or not, is a frightning thought.

Sadly my "friend who would know" has been dead for a decade or so.
Opinionated but sometimes wrong

Please, who was Ling Pem Han?

I've seen his name spelled different ways, including Lim Peng Han, and Ling Pen Han. He was a Singapore-based motor sport enthusiast who before and after WW2 built several specials for other people to race in the Singapore/Malaya area. I think we have had his work on AP in the past. At one stage he liberated a Maserati 4CS from the occupying Japanese forces, and kept the car until after hostilities had ceased.
