Looked like Amelia Island to me... it's a 1937 Rena Phaeton, built by Hibbard on a Renault chassis and powered by a flathead Ford V8

Strange little car, supposedly built for the movie "Babes in Arms" but never used.  Hard to tell how small it is, without an adult inside.
