The military dressed guy looks from the times of Franco dictator in Spain. The microcar is an ACEDO made in Madrid in !941.

There are many mistakes originated by reading histories in Internet without confirm the reliability of the sources. In this case I think that your source is wrong. Luis Acedo Pérez was a very well recognized airplanes designer during the first quarter of the XX Century and, under the influence of the Leyrat French designs, he designed in 1924 the "Aeromóvil" driven by propeler. Hes professional activity was developped in Sevilla, Santander, Pontevedra, all around Spain, but not specifically in Madrid  In the book "Microcoches Españoles" written by Miguel Pascual the description of the ACEDO microcar of 1941 states that the designer of that vehicle was Ramón Acedo that uses to have a tourist office in the Spanish capital, it doesn't looks to have any relationship with the former mentioned Luis Acedo. I'm mostly sure that this version is the correct one.

In my previous post on March, 13, 2014, I expressed my opinion, based on what was written in the book "Microcoches Españoles" that the creator of the microcars ACEDO (should always be mentioned as AUTO-ACEDO ") was Ramón Acedo. I recognize that it was my mistake that I must now rectify.
Recently I was lucky to find a small book, exclusively distributed among the officers of the Spanish Air Force, on the occasion of the Centenary of aviation in Spain. This book is titled "Luis de Acedo AUTOBIOGRAFIA". My surprise was great to find in it the description of the creation process by Luis de Acedo of the AUTO-ACEDO microcars, apart from his best known works in aviation and the "Airmóvil" moving  by propeller. In that book the name of Ramón Acedo, that I referred to in the previous post, is not mentioned, it is only said that a nephew of Luis de Acedo invested a significant amount of money in the creation of the company that was to build them.
As graphic information I include a photo of the cover of the book, the photo of the presentation of the vehicle with Luis de Acedo (with black hat) a view of the convertible version and the reproduction of two of the 4 pages of a diptych edited for the model of 1941/42. There was another previous model in 1936 but I leave the images unpublished because they may be the subject of a future post.

I've done that allready in the "infoClassic" magazine of the Classic Motor Club del Bages in the last number 110 was included a 4 pages article with the aeronautical part of Luis de Acedo life, including the Aeromovil, in the former nr. 111 will appear a 6 pages article with the AUTO-ACEDO microcars including both models 1936 and 1941/42
