Looks lime someone wanted to pep up his old Topolino parts with a mini ponton style body and a front end inspired by an old Skoda 1101 / 1102 Tudor.
So I´d say this might be czech?

Yes ! Ricaboni vettura made by Autoofficine Ricaboni
1 point for pguillem !  :)

I believe it's not a car by Ricaboni but one of the very few cars built by Ricaboni's uncle, Luigi Bertoni, who run the Gaoma Autoofficina in Lodi and who did different microcars, or Vetturine, in open and closed form, powered by a 125cc engine.

Paul's knowledge of Italian is far better than mine  ::) This vetturina is not clearly identified in the site of Autoofficina Ricaboni.

In that website there is the story of Bertoni's activity. Just the last few lines are about the activity of Ricaboni's Autofficina.
"To know how it all begun, you should go back to the end of the last war, in a workshop in Lodi (you can still find it in Via Milano in front of Palazzo di Giustizia) where they repair cars, chassis and bodies of any kind of vehicle. It was run by Luigi Bertoni (Ricaboni Giuseppe's uncle) a well known 'artigiano' also outside his neighborhood (....)"

Bertoni build more or less 10 cars, both open or closed versions. One is still alive and it's rather different from the one you can see in the only BW picture available ;)
