I don't know if some postal service used this base, but the vehicle in the picture wasn't one of them.

This vehicle is a "Furgone" based in the "motocarro Benelli 500" built in 1943 for the Italian's "Vigili del Fuoco" that means "Fire brigade" and was capable of carry two fireman beside the driver and in the back a motopump and several other utils.

Absolutely correct.  I add another picture of an open version of the same three wheeler little truck, with the same Fire Brigade equipment.
