yes it comes from Poland: I don't know the name of the builder, only the name of the car.

Im really curious about this car ,but I can,t find anything on it,I found other self-built polish cars ,but nothing on this one. it,s oddness makes it that must more interesting,I,ll keep plugging though.

This one is really obscure. Wonder how you found it Thorax.  Only thing I(and a Polish friend) have been able to find that it is called Odra. Probably after the river Odra(Oder).
