Looks like the picture was taken in France. Is the car French?

It wasn't easy to find (at first I thought it might have been a Bedelia) but here it is: the driver is Lucien Noël and the car is a 'Noël cyclecar'. The photo was taken in Le Mans on August 4th 1913 just before the 'UMF de Cyclecars' race ('UMF' stands for 'Union Motocycliste de France').
