For one point, please respond and identify this car by naming its builder and the year it was made.

sure looks like a foot-powered car?

Wendax

It may look that way, but it is engine-driven.

I noticed how close together the wheels are , is it a type of cycle-car?

Wendax

Call it whatever you want. I am asking for the builder and the year.

AlexFrance

Is it a one-off home-made?

Does the fact that vehicle features a radio in-board might serve a particular purpose that might be a clue to what the car is?*

*: I hope that phrase makes sense...  :)

Wendax

Your phrase does make sense, but I fear the in-board radio won't bring you much further to the solution.
