I'll go with the crowd (perhaps incorrectly), and say it is French.  Specifically a prewar Hurtu from about 1914?

It is from 1914 and I would like to know the CV classification and the type.

My reference says that I have two possibilities, but has no pictures, so I'll have to flip a coin.  Because the puzzle photo looks rather austere, I'll go with the smaller model and say it is a: 1914 Hurtu 12.1CV (manufacturers rating: 10 HP) Type EB4H.

Not much info on the 1914 Hurtu, but I found one reference to a 1914 Hurtu Type XF.  However I did find lots of references to a 1910 Hurtu two seat tourer which was designated as a Type X, and one reference that said that from 1909 Hurtu only made one prewar model, the Type X.  Based on this info, I'll guess that the type you are seeking is the Hurtu Type X, although it could be the Type X followed by an additional letter.

I'd guess the Hurtu designer had a soft spot for Renault aesthetics at the time. ;)

More like Clément Bayard which is why I guessed that and not Hurtu, which I had forgotten.
