Yes, the base car is a Wanderer W10 from 1928. The builder was an individual, but not unknown to AutoPuzzles.

Anyone connected with Ferdinand Porsche's operation in Stuttgart?  I think most were Austrian, but perhaps there was a German among them.

Right you are! It is Gottlob Espenlaub's first creation, built in 1928 on a Wanderer W10/II chassis. He used it also for hauling his airplane.
