Not Hotchkiss (Hotchkins?), not by Letour et Marchand.

About the country of origin.  The chassis was in all likelihood, produced in France.  Not an entirely French company though.

I have seen a photo in a different color, but can it be a 1937 Hispano Suiza J12  by LeTourneur and Marchand?

Another point goes to Bill Murray for a correct answer.

I found a B&W image of this car first.  It appeared to be painted mostly black.  When I found the rear view in color, I decided it should be a puzzle.
