Yes indeed.  Based on a Citroen GSA and made in Los Angeles.

The fellow who invented it went to my college (Central Washington) and I recall seeing one there on display back in 1983 and that's where I picked up the brochure. I was quite disappointed when H-D bought them and then shut them down when AMF sold H-D.

The info I have is that is was designed by a group of guys: Lou Richards, Bob McKee, David Stollery, Dick Kleber and Bill Mozon.
Maybe they all went to your college?!
