I must be right - that's what it says on Wikipedia

It's clearly somewhere warm and sunny, a tourist destination. The car I think is supposed to recreate a horse-drawn landau, the kind of thing a tourist or bride & groom would want to hire.

Maybe I should try the other end of the Mediterranean - Turkey ?

Please unlock it PJ. I had a few wild guesses and then gave up. Also I saw the answer from another puzzler, and it would not be fair for me to continue. Thank your for being a gentleman, but I was intending to ask you to unlock it anyway.

Perhaps you could PM the other puzzler and let them finish off the answers.

It later became what he wrote...it was initially developed for a bigger project.

There was a project to eliminate the folkloristic horse-drawn carriages in Rome (called Botticelle) with this vehicle built to resemble an old Biga but the lobby of the drivers was more powerful of the one supporting animal rights.
